AB 931, signed by Governor Davis in October 1999 required the Division of Apprenticeship Standards (DAS) to "establish and validate minimum standards for the competency and training of electricians…" Although the deadline for developing the regulations to implement this statute was originally January 1, 2001, the Legislature extended the time for the DAS to develop regulations until July 1, 2001. The actual testing and certification began in December, 2002. Experior is the testing contractor hired by the DAS to administer the actual test.

AB 1087 was subsequently passed which requires that electricians working for a C-10 contractor be licensed by January 1, 2005 or be enrolled in an apprenticeship program (or be registered with the Division of Apprenticeship Standards and be enrolled in an approved training program).  The state is presently in the process of setting standards for an approved training program.  Additionally, the current regulations have not yet been updated for AB 1087.

On October 12, 2003, Governor Gray Davis signed AB 1719, which granted the California Apprenticeship Council authority to extend the implementation date of January 1, 2005 by up to 2 years (i.e., January 1, 2007).  At the present time, the CAC has extended the due date for the current three exams (General Electrician, Residential Electrician and Fire/Life Safety Technician) to January 1, 2006 [Also January 1, 2006 for monolingual Spanish Speaking Candidates]. Since California has not yet begun giving the tests for Voice-Data-Video Technician and Non-residential Lighting Technician, the CAC extended the due date for these exams to January 1, 2006.
